Pesach Double Chocolate Muffins (dairy)

1/2 cup matzo cake meal
6 tablespoons potato starch
3/4 cup sugar
1/4 cup cocoa
1/4 teaspoon salt
2 teaspoons baking powder *SEE NOTE
1 teaspoon baking soda
2/3 cup nonfat yogurt
2/3 cup milk
1 egg, lightly beaten
1 package vanilla sugar or 1 teaspoon vanilla
1 cup chocolate chips
NOTE: If you can’t get kosher for Passover baking powder, there is a substitution using 1/4 teaspoon baking soda and 1/2 teaspoon cream of tartar.
Mix dry ingredients. Mix wet ingredients. Blend the two mixtures just till moistened. Fold in chocolate chips. Place in oiled or non-stick muffin tins. Bake about 15 minutes at 400 F, or till they test done with a toothpick.
